It certainly is a gift, and a sign of being great at becoming a leader. However, it certainly is not a sign of actually being a great leader. It describes JFK, Hitler, Tony Blair... basically, lots of past leaders, ranging from great to mediocre to atrocious.
Charisma is a great tool in politics, but it says very little about someone's actual performance.
Compare it to a charismatic CEO. He might be great at inspiring the workforce and persuading the board to go along with his plans, but in the end, his plans matter most. Bad judgment, wrong decisions, improper planning, lack of attention to detail - things like that can bring the whole company down no matter how charismatic the CEO is.
