You don't blame the people, and you don't blame a state that had no idea what was going to happen. You don't blame Bush either, but it's just fine to blame FIMA.
I don't know what to do with it, really. Maybe you do get the states to start a rebuilding-funding program. Maybe it's fed funded, maybe shared across the damage states or something.
Whatever it is it has to be done a tiny bit better than it is for some states, while others seem to have other funds in place to assist with such problems. So it's clearly not equal from state to state.
Either way, it's not Mexico, we can't just build a wall and ignore the entire area.
