Nope Sao Paulo is expensive, it is the locomotive from Brazil. Income in SP is average. If you go to the north the people are poor but with more then 20 milj people the standard is high. All huge International companies are located here.
For example I pay only for my kids 3500 Euro a month to have them in a International school.
