And judging by the degree of his panic attack, I would guess that the guy has no control over his emotions, which led to the disregard of the other motorists.
Sometimes pet owners that love their pets to death can be annoying but personally I don't think this is one of those times. The cop held them up for 20 minutes, there was no reason for that. The time this happened was around midnight and there usually isn't that many cars on i-35 that late in most areas. Although there might have been for some reason, maybe the area it happened was just a busy place at midnight that night but I doubt it. The speed limit is 75, that means he was going "up to" 20 MPH over the speed limit when there probably was hardly any cars around on a huge road.

I find it funny cops think they saved someones life when they pull them over for speeding. The odds of them being right is probably one out of a million.
