you do have moderators don't you?

just put your moderators under orders to delete any post that mentions rapidshare or any torrent servers or any of the other file hosting sites like rapidshare, problem solved pretty easily

ban anyone that insists

I've seen many forums where there is never any piracy being advocated or supported, it is not that difficult, controlling a forum's users is pretty simple really
