You are getting a person having to pay tax and reporting tax, confused. As a person, I do not have to earn income defined in the tax codes, which is where a natural person comes into play. The tax code defines a person/individual as a corporation, and every corporation has to file taxes.
As one very simple example, if you give me a gift for $1000 it's not taxable but I just earned an income. Gifting programs are rather popular, tax free and proven to be legal many times over.
Don't confuse not having to report tax with just giving up, not filing, and walking away. It's hellish work, you will always have to pay some tax, and it takes some serious understanding of what's going on to not screw it all up.
