It all boils down to Cogent's business model is based upon being oversold. If you don't mind really slow response times and outages, then Cogent is a good for you. If speed and uptime is important, then look elsewhere.
90% of those that claim multi-homed are lying. It is very expensive, I personally don't know of one of the big guys are. All you have to do is trace to them over various major networks to see, GFY is multi-homed for example.
