Wouldnt the increased blood flow be a raise in blood pressure?
No not necessarily - when you excercise, your heart rate goes up to deliver oxygen to tissues faster. Your blood pressure doesn't increase though, cos the pressure between the amount going out in the arteries and coming back through the veins is the same. You only get an increase in pressure when there's a difference in amount going out versus coming back.

However, how is this increased blood flow supposed to happen without an increase in heart rate?

Increased blood flow == increased heart rate == stimulant
