under 21 means get 20 dollars, give to bum to bring back six pack and say "keep the change".

More real life :
If you catch your 17 year old drinking you can bring the hammer down.
And it's your house and they can't legally leave. You can have the cops bring them
back home and inforce your rules.
If you catch your 18 year old drinking then you can't do any of the above because they
are a legal adult. So the law has removed your parental power at age 18 yet the law
expects you to still have control over the adult drinking in your home.
You either call the cops on your 18 yr old to have them charged with drinking in your
home or risk getting charged yourself with contributing to the delinquency of a minor.
So your 18 yr old is a legal adult, but if they drink and you go to court over it
then the magic wand is waved and they are now a minor when it comes to filing charges against you. That my friend is also hypocrisy!

So with all the complications above, not a single idiot stopped drinking.
Some view this situation as nothing but a charade and wonder why we
are wasting tax money to fake like we are successful at enforcing it.
