Do you go to the hospital emergency room for general health care? If he had his legs like that for a "long time" and went to an ER in the US then he would have to be AT THE MINIMUM diagnosed and 1. administered aid 2. moved to a place that could administer aid. There are big assed signs all over every hospital I've ever been to that tell you they HAVE to treat you or send you somewhere that can.
