That guy most likely had his legs like that for a long time, so if you are talking corporate finance then it is easy to argue it is not an emergency.
Wasnt it in a Moore movie there was some highlight about some emergency where someone that WAS insured got refused treatment at a hospital because she was insured at another hospital, and then died on the way?
