It's fairly old news. The problem with link exchanges is that they often don't mean that someone found a site interesting and linked to it, but that two people decided to make their sites look relevant to search engines in order to get rankings.

Search engines, meanwhile, don't want to rank by how badly you want to get rankings. They want to rank by actual relevance.
