2checkout gets nervous about things like penis pills, and your going through their merchant account, so they are going to be extra strict (now i know you said "herbal acne pills and creams" but im taking into context the board you are asking this on
)
netbilling has years of experience in this and a good reputation, id advise getting your own merchant account through them
