With such amount of nuclear weapon this won't work. It's impossible to "stop" such a country like Russia or USA. The only possible solution is a nuclear strike. Accept it or not, but that's true.

Russia knows that the moment it starts lobbing nukes at others, others will start lobbing nukes back. Therefore, it would not start with nukes before either others started with nukes, or its own territorial integrity was threatened.
Russia would not use nukes until it was invaded. That's why it would not get invaded.
