Nope. All the life on this planet will be stopped. Do you know that Russia has no aircraft-carriers? This mean that to keep our fleet we will have to sink the american aircraft-carriers with nukes only? Do you know what it means?

With such amount of nuclear weapon this won't work. It's impossible to "stop" such a country like Russia or USA. The only possible solution is a nuclear strike. Accept it or not, but that's true.
