Pay Paki peanuts, or well, and either way you are going to have a hard time finding in a programmer/designer...

1. CONSISTENT work ethic.
2. CONSISTENT caliber or work.
3. Creativity.
4. No programmer/designer classics. Starting with granny died three times in a month. Internet down, etc.
5. Commitment to the client. Both current project, and repeat business focus.
