I've heard of this sort of thing happening too often unfortunately.

One possible solution: If the guy who you provided the content to originally didn't get 2257 docs with it, tell the people who bought the content that it isn't compliant, the provider doesn't have docs, and that you're going to report it to their ISP. An intelligent business owner might risk a content licensing argument but won't risk having content up for which he knows there's no 2257 docs to back it up.
