There are many other ways to put someone into submission besides punching them very hard 13 times directly in the face.

The cop was wrong and should never be allowed to work in law enforcement ever again. This is not arguable.
Anyone who thinks it was "ok" for the law enforcement agent to punch tlhis person 13 times directly in the face, needs to have a mental health evaluation.
