I've actually had positive experiences with BN as well, they just happen to always be the ones on the other end of a failed transactions with a 30 day hold.
Anyway, I have pulled a lot of cash through costa rican ATMs over the last 3 years, but I like to stick with BCR (Banco Costa Rica), BAC San Jose, and HSBC, who have never thrown up an error and provide a $500+ withdrawal limit.
You will run into a slightly outdated exchange rate though, although my last withdraw of 200,000 colones cost me $378 from epass (including the withdraw fee) which is pretty damn good.
