I'd recommend both. As a program owner how can you expect to build galleries and educate potential newcomers to your prorgam on how to best promote your program without knowing how to do it yourself.
Submissions are easy to do, of course the manual gold you find with experience will render best. But at first i'd just do autosubmissions and make sure to leverage the traffic you get. Everyone will say its poor converting, and they can be right - however! If you have popups or other sites to cater to the niche that customer wants then you could win. As a paysite owner you could have the pages directed to a splash page to funnel this person to a specific niche to increase conversion.
E.g. amateur gallery to splash page, then offer every kind of site possible to see what he wants with amateur being a focus. Splash pages can contain links to link lists, autoranks, linkex, your own sites, other sites, anything to get income :D
