And you're like.... okay, hey what? You don't recognize the person, so you say "hello" 
then nothing for a minute or two. Then....
"I wanted to ask you about ________" ... could be trading links, buying traffic or content, could be design work, whatever.
You say back "sure, what did you need help with?" ..... you know, being friendly.
Then nothing. 5 minutes goes by, you're still working, posting, what-have-you.... and you realize that the guy hasn't said anyting. So you shoot another message to him saying "Okay, well let me know if I can help you with anything"
and nothing. I get at least 1 to 3 of these people every fucking day, out of all the people that I communicate with. Has another 10% of the population gone mental without me knowing about it?

You do know that is your chatting with someone who is not on your ICQ list somtimes the msg does not go through.
Happend to me a few times, I was chatting, sending messages and I though I was being ignored. I emailed the person who I thought was ignoring me and they said the only msg they got was "Hey".
Thankfully they did not get "why the fuck are you ignoring me you fuck head" , lol
