In a manner of speaking, yes.
The passing lane is for passing regardless of how fast (or slow) you're going. If you're not in the process of passing another vehicle, than you belong in one of the cruising (i.e. "slow") lanes.
It's really that simple.

Ok, that's what I was trying to figure out. Thanks.
Next time I get on the highway I'll drive really fast in the passing lane and expect everyone slower than me to pull over and let me by. Sorta like you do with an emergency vehicle
