Incest - The crime of cohabitation or sexual commerce between persons related within the degrees wherein marriage is prohibited by law.
If they are not biologically related and are two consenting adults they can get legally married.
Sex with a non-biological brother or sister is not 'incest' by definition. Whether its marketed as such, thats a different story.
