He's in a big town, so I don't know how that works, but that's very common in small towns here in the South.
A couple of months ago, my neighbor started having chest pains while mowing his yard. I think 2 or 3 trucks/cars beat the police and fire medics to the house.
If there's some kind of emergency, people around here will actually have a discussion about whether to call 911 or not, just to avoid the hassle of the whole "rescue parade" showing up and freaking out all the neighbors.
