For someone starting out or on a budget I suggest you go to a local bike shop. Find out what size you are. Then go online to somewhere like:

bikesdirect.com
performancebicycle.com

and buy one cheap there. Or if you have a Performance Bikes in your city go there. They have bikes for a good price.
