Not necessarily an anti-war, pro-peace proposition. More so, pro-United States goals. If Saddam decided to allow an election with UN power running it, makig it clear to the Iraqi people that they are able to choose what they want to choose (highly unlikely), Saddam would surely be defated (only his top 5%, the most wealthy people like him, because he gives money to them...the rest of the country in poverty despises the man).
If he rejects it or ignroes it, this further more goes to show his lack of cooperation with UN attempts to settle...which will build UN support towards US policies. It will not most likely persuade France to say "Lets go to war" but it'd lessen the international attention on the US being unjustified in wanting to attack Iraq. It's one step in the right direction regardless of the outcome, given this policy was put into effect.
