Some countries (mainly newer european ones) have tied their currency to the euro, so that inflation doesn't strike as hard, especially once they enter european union. Then, when the summer comes, they can adjust it a bit.
What you see is most likelly summer deflation of foreign currency. Many countries do it, so that when tourists come, they get a little bit less for their money then they would otherwise.
