Why would you say they are not good apartment dogs? Every single breed is a "good" apartment dog, as long as you give them what they need. I've had two full grown Akitas in an apartment and there were no problems. As long as they get exercise everyday and discipline (boundaries & limitations) then it doesn't matter if they live in an apartment or a house. Akitas rarely bark.
Akitas don't "need" cold weather, they are simply well equipped with their thick coats. The amount of room an Akita has is unimportant as long as they are walked every day. If they have a large yard then that is great but they still need exercise and discipline.
