No. It's illegal regardless. A business license simply allows one to legally operate a business. Period. Zoning and other laws are still in force regardless.

What's more screwy are U.S. state laws that require tax stamps for illicit substances, such as cannabis (marijuana). Many states, such as Arizona, routinely have sold (and some still do) cannabis tax stamps, though the vast majority are bought by stamp collectors.

The U.S Feds also issued tax stamps for a short time for cannabis, but discontinued them - a bunch were auctioned off a few years ago; they're valuable collector items...
