It's not sunspots, but rather the angle of sunlight around the beginning of Spring and beginning of Fall is such that it will satuate some dishes (not sure if customer dishes experience this problem, but large dish feeds / ground stations often do) for a short, varying period of time, twice a day from what I recall, over the course of about a week or so.
