If he is lawyer and my neighbor, i'll brief him about SEO in general and give tips for free. I'll also mention at some point that my usual rates are $xxx per hour, but since you are neighbor, I do not feel like charging for for just an hour.
Two benefits, A lawyer will start respecting you even more and could be of help in future, plus .. he will think you are top notch since you charge $500 per hr.
IMO, spending 1 hour for someone in order to help them, enhance relationship and make contacts is a good deal. People do this all the time on boards, IMs etc. pr0 tips newbies for free all the time.
