I think a lot of webmasters signup for programs just to do RECON on the competition.

Then there are the ones that just want to signup for every program out there but never do much biz with any single one of them.

Every now and then though you'll get a decent guy who you've helped and he reciprocates with a good amount of biz under your referral. And it is very appreciated when that happens, since its free money.
