That lady is an abuser, I bet she lives off the older women's government check.
I have my grandmother in a home. The first home we placed her in, was fairly bad, she even left the place on her own. She wasn't abused but you knever know.
It's hard when looking for a good place.
It is specially hard, when they get this old and need the attention you would give a two year.
