Good point with a afterparty room, that would be nice! About closing time, I think 02:00 is required by dutch law for the majority of places.
Another thing would be to have a dedicated "hang out" area for times where nothing is going on, the other years people have been wide spread when nothing was scheduled, "keeping" people at the hotel will also get more people going to various seminars / power networking etc
