Re-Read your post again about ALL kids doing it and it's normal blah blah blah... and yes you can stop them from kissing and hugging and touching..
I kno exactly how little kids are they tend to let the touching and hugging linger for a bit too long cause they don't get it and need to be told.
A lot of the time you get the lil boy he runs up gives a kiss and runs away.. and it's cute and innocent.. that shit is fine.. but what you are describing and what the o.p described is not..
You hear cases off little boys being charged with sexual assault now.. for reasons like this..
This is just like kids saying FUCK people laugh and think it's cute so the kid says it every 2 seconds..

You have absolutely no idea what you are talking about do you ?
Kids in this age cannot express their feelings by language, they use their body (in a non sexual way) and it's functions (also in a non sexual way)
The way you can express yourself in this age is kissing, hugging, screaming, hitting and such, they simply cant express their feelings as they want by language yet.
If you wish to cut them off from doing that, you teach your kids they cant show their feelings, if they cant show their feelings you will end up getting the strange kids, sitting in the corner and end up with the sexual assault charges when they are 15, why? because they never learned the basic rules of living in a social society. The basics on how your kid will evolve when they grow up is something they learn doing the first 3 years of their life

Do you have kids yourself ? Where do you have your experience from?
I consider my self to have above average knowledge on the subject having 3 kids myself
