you pay $9 a month? Why are you expecting to use resources of $99 a month?
Hosting is all about overselling, every host oversells to some extent. But you are limited to resources you can use. A host offering 10gigs a month on $10 will also terminate you for using too much resources, so did DreamHost.
I am not advocating them, just telling how shared hosting works.
