I know a couple girls who say they make the most from webcams.com. I think livejasmine pays the least to models. Flirt4Free might be a good one too, they have higher per minute rates than most cam sites.
She doesn't have to work just one, sign up for a few, and see what works best. With split cam she can have several free chats going at once, then you just switch off the others when you get a private on one, or change the others to members only chat, so if people come in, she'll make money there too.
