Colateral damage. If your IP (or web host) is listed in SPEWS or other similar block lists, your server will not be able to send email to any ISP that uses them - the mail will bounce. One of my servers is listed in SPEWS because (1) the host I'm on has a long history of spamming, and (2) someone sent out a large spam run which linked to some of my URLs. It was nothing to do with me - I never did find out who did it, or why.
In your case, perhaps it's a policy decision by candid. If you block ALL outbound email from client servers then that also includes spam.
