Because the people with a lot of money involved also made a lot of money off of him - black and white. All the people with any influence have been well fed under his regime and believe me the whites that have remained, even though Mugabe legitimately hates them, have become rich beyond belief. Who do you think controls the importation of fuel, food etc illegally into Zimbabwe now days? I've actually met a few of them in my travels - and they aren't black.
