I could be completely wrong but i think in ccbill's attempt to make the sign up pages load faster for the customer, they use a ton of servers across the world. The problem is that if one of their CDN carriers takes a dump then all the servers that carrier hosts go down as well. This would explain why certain regions of the USA, world have access when other parts are up and working fine.
