CPA is the way to go, that way the sponsor knows that the campaign will be managed and not have to babysit it.

That's one respectable strategy. But you don't go to AdWords and offer CPA. It just doesn't work. On AdWords or any network, when you create some campaigns, you will always have to put some cash for testing until you can make successful campaigns.
And yes, some networks are just fishy.
