I don't think so. Splogs are legal and that the only way to use all these sponsor hosted RSS feeds. At least, the splogs do not give away tons of stolen content for free as tube sites, torrents and various "rapidshares" do
Also it's not that bad if you mix hand-written and syndicated content on your blogs.
