Go talk to him, definitely. I wouldn't put it off until you're drunk either. Come from the angle that you're concerned rather than from the angle that he's a fucking idiot, which he obviously is.
If that doesn't work, and I'd be surprised if it did, since sooo000ooo many people in this world seem to have a "fuck you - I'll do what I want" attitude for some reason, then you call the fire department and see what the local residential fire inspector has to say about it.
Better to live beside a pissed off neighbor than to be remembered as "one of the people who used to live where the big smoking hole is."
