I think he's referring to the exchange rate from the currency in his country to the dollar...
I believe the dollar's value is dropping and being that he probably gets paid in dollars he's upset that its not going as far as it used to...and I imagine he has a small dog...possibly a cocker spaniel...and he keeps his trashcan under the sink.
