i can only theorize based on what facts we have not theories on what might have been said or done beforehand, seems like you are making excuses for the cop based on things that aren't facts like what was said beforehand.

a news reporters job is to report news , a cops job is to catch criminals, the cop didnt seem too worried about any shooter, he didnt look around , he ambled over slowly looking at the ground. If the cop had ran over gun drawn and said " theres a possible shooter in the area , you have to get back a safe distance " i could see him being pissed if the reporter didnt obey.

Stop playing judge for a second and look at it in a reasonable context. Cops are not gods , they choose their job, people do far more dangerous things for nothing so spare us the melodrama heroic job routine.
The cops didnt want to be filmed , most people dont like being filmed, the one cop prob said , " hey go tell that reporter to stop filming " because cops are used to people that roll over. the cop ambles over expecting the reporter to stick his tail between his legs and run away , he didnt , cop got offended got all pissy , THEY BOTH could have been polite, THEY BOTH acted immature because they both wanted to prove a point.
A proper cop would have come over and said " you have to move because we are doing an investigation and there could be a shooter in the area, if you do not move i have to arrest you to make our job easier" , plain and simple , takes 2 seconds and there is no possible answer to give but yes or no. and no reason to argue until later.
