Fact is rarely do cops rescue people from hostage situations. Usually the cops kill you or the criminal does anyways
certainly a guy filming it on camera isn't going to help nor hinder their investigation.

The cop obviously has some "power" issues. Its pretty simple for the cop to do his job. " hey you have to move , we are doing an investigation" , if the answer is anything but "ok" then you tell him what he is being arrested for and you arrest him. pretty simple for most humans to understand.
