The actual law is really a conflict of current privacy laws.
If they want to see whats on my laptop they can get a fuckin warrant.

The supreme court has already ruled on music sharing too, this will never pass.

They will just deny you access, and put you in a holding room till your lawyer gets you out without them checking anything. You will undoubtedly end up on a no fly list though.

I have yet to have or see customs ask more then prove a laptop can turn on though.
