it filters it a bit
water usually carries a negative covalent charge...while the weed which is burning lets off positive ions which is what you want filtered out( carbon and crap)..the thc carries a negative charge as well once it has been burned and separated. thus it goes through the water with ease(not filtered)
that is the theory anyway..but i might have heard that from a high person...so...dont quote me
