No, not nearly. Under the hood, the browser has to do a lot of work reading the HTML, Javascript, XML, flash and other elements that have all been added to websites.
And while we take all that for granted these days, it really has grown into quite the complex beast.
Firefox 3 has been rebuilt from the ground up to streamline all of that and really chew through it really fast.
It also does resolve some connection issues as well. Remember that it's not just your computer connecting to a web server, it's your browser establishing that connection.
So everything from the initial request to how the page is rendered to your screen is faster.
