I think that could be a bit of an exaggeration. I was just in Shanghai and while it is developing very fast (apparently some estimate that 50% of the world cranes are in Shanghai) I don't think it is more modern than Tokyo quite yet. But the speed that things happen there I wouldn't be surprised if it was withing the decade. The plans that they have for that city are crazy. If they even complete half of the projects I would be impressed but they are convinced they can do them all. And looking around at all the progress that is being made, I can't really doubt it.
